The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is an Indian civil service training institution located in Musoorie, Uttarakhand, which specializes in public policy and administration. IAS members who come from State Civil Services to IAS are offered in-service training, Mid-Career Training Programs (MCTPs), and Induction Training by the Academy. LBSNAA, one of the best training facility for career public officers, was founded in 1959 as the National Academy of Administration and is located in Mussoorie. The IAS Training School in Delhi and the IAS Staff College in Shimla merged to form this new institution. In July 1973, the Academy adopted its present name in honor of Shri Lal Bahadur Shastri, the nation’s second prime minister.

Methods of Training

The Academy works to establish a bureaucracy that, through its actions, commands respect. Academic curricula are examined and revised on a regular basis to guarantee their relevance. Promoting “Esprit-de-Corps”

The Foundation Course at the Lal Bahadur Shastri National Academy of Administration at Mussoorie & Partner Institutions is where officer trainees of the All India Services, the Foreign Service, and the Central Services Group-‘A’ start their careers. For most, this is their first exposure to government. The Academy thus offers a setting for young officers from various services to bond. Who Is Allowed to Attend LBSNAA?

• For applicants who passed the Union Public Service Commission’s Civil Service Examination, the Lal Bahadur Shastri National Academy of Administration is a top-tier training facility. All IAS Officers will be required to finish a two-year training program at LBSNAA upon the allocation of service.
• In reference to other civil servants, training will take place at various locations: Sushma Swaraj Institute of Foreign Service in New Delhi, Indira Gandhi National Forest Academy in Dehradun for IFoS officers, Sardar Vallabhbhai Patel National Police Academy in Hyderabad for IPS officers, and the National Academy of Customs, Indirect Taxes and Narcotics for IRS officers, among others.
• Trainees for IAS Officers must first engage in the four-month foundation course. Additionally, candidates for grade A jobs like IAS, IPS, and IFS take foundation courses.
• Phase 1: Following the foundation course, Bharat Darshan is the first step in the IAS training program. The trainees will be required to attend the district training for a full year following the completion of Phase 1 of the program.
• Phase 2: The training starts with a discussion of the district training experience and IAS Training Phase I. Special workshops led by subject matter experts on various areas are also included in the program.
• Phase 3: This training is required of officers who have served for about eight years as part of the Mid-Career Training Program.
• Phase 4: In order to serve officers with fifteen years of service experience who are anticipated to become Joint Secretaries, a new Phase 4 has been added.

Facilities at LBSNAA

Faculty and staff offices, computer labs, and lecture rooms are located in the recently built Aadharshila and Gyanshila buildings. The main central hall, Sampoornanand Auditorium, is used for cultural events and programs. The short-term programs are held at the Indira Bhavan campus, which is located approximately one km away from the main campus.

• They are assigned as trainees at the district level following Phase 1.
• They are assigned to the role of Assistant Secretary in State Secretariats after Phase-2, and then go on to hold posts as SDM, Municipal Commissioners, DM, and Joint Secretaries.
• Posts at the district level are awarded only after eight to ten years of experience. The post of Cabinet Secretary is the highest ranking position in the Indian Civil Services.
