About LBSNAA

India’s top civil service training facility is the Lal Bahadur Shastri National Academy of Administration (LBSNAA), located in Mussoorie. It is an associated office of the Government of India’s Department of Personnel & Training and is led by a Director, an officer ranking above that of Secretary to the Government.

It offers a common Foundation Course for applicants to the Royal Bhutan Service, Indian Foreign Service, Group “A” services of the Union, and All India Services. Regular recruits of the Indian Administrative Service (IAS) and members of the All India Services then undergo professional training. IAS members who come from State Civil Services to IAS are offered in-service training, Mid-Career Training Programs (MCTPs), and Induction Training by the Academy. Sometimes, lectures and workshops on topics related to governance and policy are also held.

LBSNAA, one of the best training facility for career public officers, was founded in 1959 as the National Academy of Administration and is located in Mussoorie. The IAS Training School in Delhi and the IAS Staff College in Shimla merged to form this new institution. In July 1973, the Academy adopted its present name in honor of Shri Lal Bahadur Shastri, the nation’s second prime minister.

For civil workers, particularly those in the IAS, IPS, and IFS (Foreign Service), as well as probationers in the Indian Revenue Service, it serves as both the main research hub and training institution. It is run by the Indian government. It does training in public administration and policy research as well.

Methods of Training

The Academy works to establish a bureaucracy that, through its actions, commands respect. Academic curricula are examined and revised on a regular basis to guarantee their relevance. This is accomplished through discussions with state governments, participant feedback, internal evaluation, and recommendations from the government-appointed committees.

In order to influence trainees’ attitudes and values, the traditional classroom teaching approach is not always successful. Diverse pedagogy is therefore applied. Most courses follow a modular format in which pertinent issues are selected and addressed in a comprehensive way to guarantee that all significant facets of them are covered.

Apart from the general session, the trainees are split up into quarter and half groups, and depending on the needs of the session, they are also split up into groups when there are guest speakers. Sometimes, in order to improve class involvement, case studies are attempted even in 1/8th group sizes. Lectures are mainly used to teach students at the highest level of professionalism.

This approach also employs case studies, movies, management games, seminars and role-play exercises as additional methods of learning. Besides, in certain classes in which Cadets already know something about subject matter, Academy runs its programs in a reversed way to traditional ones. The main aim of the training is equipping field officers with well-honed leadership skills that will enable them work together with people from various social backgrounds.

A module includes some or all of the following techniques:

  • Lessons given by visiting and internal faculty
  • Panel discussion to foster understanding of differing perspectives and viewpoints
  • Case studies
  • Films
  • Group discussion
  • Simulation exercise
  • Seminars
  • Mock Trial and Moot Court
  • Practice writing with order and judgment
  • Real-world experience
  • Problem-solving activities
  • Report Writing (Term Paper)
  • Group Work

Promoting “Esprit-de-Corps”
