By virtue of U.P. State Government notification no. (10)/ (865)/15/ (75) (85)/64, dated November 23, 1973, Hemvati Nandan Bahuguna Garhwal University (HNBGU) was founded as a State University. It has the unique distinction of having been born out of a strong public campaign in the early 1970s of the previous century.
