By virtue of U.P. State Government notification no. (10)/ (865)/15/ (75) (85)/64, dated November 23, 1973, Hemvati Nandan Bahuguna Garhwal University (HNBGU) was founded as a State University. It has the unique distinction of having been born out of a strong public campaign in the early 1970s of the previous century. This movement represented the aspirations and hopes of the Garhwal region's people for advancement via the medium of higher education.
The residents of this isolated Himalayan area campaigned for the establishment of a university in Srinagar, a small but significant semi-rural town. It was a manifestation of their desire to enable their next generation to overcome endemic social and economic regression, geographical and environmental limitations, reclaim cultural identity, and utilize the natural and human resources of the area for development.

A training and placement cell of Hemvati Nandan Bahuguna Garhwal University manages the recruitment of final-year students.
